2. PENALTIES FOR VIOLATION OF TRAFFIC
RULES AND REGULATIONS
Drivers who
fail to comply with traffic rules and regulations, are subject to the
violation points system described below. In some cases, disciplinary action
may also be taken.
The Violation
Points System aims at prevention, rather than penalization. Bilkenters must
realize that driving through campus is a temporary privilege and it is
natural for one to lose this privilege in case of failing to abide by the
rules.

2.2. IMPLEMENTATION OF THE VIOLATION POINTS SYSTEM
The point system
applies to all vehicles registered with Bilkent University. For vehicles
which are not registered with the University, the Gendarme is informed. In
addition, these vehicles may be permanently banned from campus.
2.2.1.
Drivers reaching a total of 12
or more points in one academic year:
a) have their sticker suspended for 3 months.
b) Privileges as a driver (smart card facilities,
etc) are also suspended and the driver is banned from driving any vehicle
on campus during this period.
c) The Dean / Director is notified. For students, the
family is also officially informed.
2.2.2.
Drivers reaching a total of 12
points in one academic year for the second time:
a) have their sticker suspended for 1 year and are
banned from driving on campus during this period,
b) Measures stated in 2.2.1b and 2.2.1c are applied.
2.2.3.
Drivers reaching a total of 12
points in one academic year for the third time:
a) have their sticker suspended for a duration not
less than 3 years, depending on the decision of the Traffic Committee, and
are banned from driving on campus during this period,
b) Measures stated in 2.2.1b and 2.2.1c are applied.
2.2.4.
At the end of the suspension periods stated in 2.2.1 and 2.2.2 above,
the driver may buy a new sticker after the termination of the period of
suspension. However, in case 2.2.3, the approval of the Traffic Committee
is also required.
2.2.5.
Under certain circumstances, regardless of the number of violation
points pertaining to the driver, the Traffic Committee has the right to ban
the driver from driving on campus for a certain period of time, or to apply
for disciplinary action to be taken. (See: 2.3. Cases for Disciplinary

2.2.6.
Vehicles whose driver fails to produce a valid driving license are
banned from campus, and allegation concerning the driver is made to Traffic
Authorities.
2.2.7.
At the end of one academic year (1 September – 31 August), 8 points or less are not held over
to the next academic year. (e.g. a driver with 7 points starts with zero but a driver with 11 points obtained this year,
starts the next academic year with 3).
2.3.
CASES FOR DISCIPLINARY ACTION
2.3.1.
Drinking and driving
2.3.2.
Driving dangerously, speeding, racing with another vehicle
2.3.3.
Disregarding warnings made by security officers, behaving
disrespectfully towards staff or students who attempt to warn the driver
concerning traffic rules,
2.3.4.
Threatening or frightening others with the vehicle,
2.3.5.
Abuse and misuse of vehicle identification stickers,
2.3.6.
Driving on campus while under suspension
2.3.7.
Other cases as deemed appropriate by the Traffic Committee.
2.4.
VIOLATION OF RULES OFF CAMPUS
Due to mutual
cooperation between Bilkent University and the Ankara Security General
Directorate and the Gendarme, the University is informed of any violations
made by vehicles registered with Bilkent University. In case of speeding, drinking
and driving or dangerous driving, the same violation points as on campus
are applied.
2.5.
PROCEDURES CONCERNING TRAFFIC RULES VIOLATION TICKETS
2.5.1.
Drivers violating rules stated in part 2.1 are notified by a
"Traffic Rules Violation Ticket". The corresponding violation
points stated in 2.1 are registered in his/her file.
Appeals can be
made to the Security Office, with a further right to appeal to the Traffic
Committee in writing.
